360 Quality Care + Transport Services owner, Stephen Newman, will be participating as a panelist at the upcoming Transforming Healthcare in Missouri (THM) event, hosted by the Washington University Institute for Public Health’s Center for Advancing Health Services, Policy & Economics Research (CAHSPER).
The event will explore the intricacies of Non-Emergency Medical Transportation (NEMT) - a key benefit in Missouri’s Medicaid program.
The discussion will feature thought leaders from statewide healthcare industries in discussions about healthcare reform in Missouri. The focus will be on some of the current policies specific to medical transportation and highlight recommendations from the panelists aimed at improving statewide healthcare delivery.
Newman will discuss the importance of change in the NEMT provider space. He will focus on identifying patients from every socio-economic demographic, who are most at risk and most in need, and he will suggest the implementation of a Value Based Transportation system that provides incentives for performance based, accountable, transportation providers.
By providing reliable, timely, and quality based transportation resources for the region’s most severe, chronic, acute, and critical patient cases, Newman's new Priority Medical Transport (PMT)TM model will mitigate missed or delayed medical appointments. This will give medical professionals opportunities to provide proactive treatment and care plans, generate improved patient outcomes, and lower overall medical expenses.
To adequately provide for patients who meet the criteria of a PMTTM patient, Newman says NEMT providers should aspire to meet a set of predetermined national standards and best practices: "They should be qualified as a value-based, low-cost transportation alternative that fits neatly into the space between high-volume, traditional NEMT providers and high-cost, non-medical necessity ambulance services".
Newman also says that the idea is to deconstruct today’s one size fits all, volume based approach to transportation - to create an additional mid-tier alternative that focuses and demonstrates the advantages of a quality transportation provider - to more adequately serve the area’s most frail and most vulnerable population: "In doing so, we can change the NEMT industry’s focus to Value over Volume, and Quality over Quantity, while also creating improved health outcomes and lower overall systemwide healthcare costs".
